Policy suggestion
Last week the Swedish Radiation Safety Authority (SSM) submitted its final report Development of regulations and other measures for existing and future nuclear power to the Swedish Minister of Climate and Environment. The report investigates the conditions for effective permit review of new nuclear power reactors in Sweden. The proposal that is presented goes under the name Radiation Safety Assessment of New Reactor Technology (abbr. SVAR), and would, at an early stage, enable non-binding feedback on whether a proposed reactor design has the prerequisites to meet applicable radiation safety requirements.
Blykalla’s response
Blykalla is positive about SSM’s proposal to introduce SVAR. It would likely lead to a more iterative process with the possibility of receiving early feedback on Blykalla’s reactor design, which would improve speed and cost-effectiveness for new nuclear power in Sweden. In the long term, it would increase mutual understanding of production conditions, strengthen cooperation between authorities and private companies, and improve competence among both parties. Blykalla agrees that the flexible evaluation that SSM proposes seems suitable for the Swedish process.
Blykalla looks forward to following the continued work for new nuclear power in Sweden as well as the development within international collaborations such as the EU SMR pre-Partnership and other EU countries at the forefront.

Förra veckan lämnade Strålsäkerhetsmyndigheten (SSM) sin slutredovisning Utveckling av regelverk och andra åtgärder för befintlig och framtida kärnkraft till klimat- och miljöministern. Rapporten utreder förutsättningar för effektiv tillståndsprövning av nya kärnkraftsreaktorer i Sverige. Det förslag som presenteras går under namnet Strålsäkerhetsmässig Värdering av ny Reaktorteknik (SVAR), och skulle innebära att aktörer får tidig, icke-bindande återkoppling huruvida den föreslagna utformningen av en reaktor har förutsättningar att uppfylla tillämpliga krav på strålsäkerhet.
Blykalla ställer sig positiva till SSMs förslag om SVAR. Det innebär en mer iterativ process med möjlighet till tidigare återkoppling på Blykallas reaktordesign, vilket sannolikt gör det snabbare och mer kostnadseffektivt att få ny kärnkraft på plats i Sverige. På sikt skulle det öka gemensam förståelse för produktionsförutsättningar, stärka samarbete mellan myndigheter och privata företag och bidra till kompetensökning hos båda parter. Blykalla instämmer att den flexibla värdering som SSM föreslår verkar lämplig för den svenska processen.

Blykalla AB is a Swedish deep tech company that develops and markets small modular reactors (SMRs).
